Preheat oven to 350°F / 175°C.

In a large bowl, mix ground beef, oats, onion, eggs, milk, Worcestershire sauce, salt, pepper, and garlic powder until just combined. Do not overmix.

Shape mixture into a loaf and place in a greased baking dish.

Stir together ketchup, brown sugar, and mustard. Spread evenly over the top.

Bake uncovered for 60–70 minutes, until cooked through and glazed.
